JUDGMENT
The above Writ Petition (C) is filed with the following prayers:
" (i) To call for records leading to the issuance of Exhibit P7 proceedings of the 1st respondent and to quash Exhibit P7 by issuance of a Writ of Certiorari or any other appropriate Writ, Order or direction.
(ii) Issue a writ of mandamus or any other appropriate writ or order or direction commanding the 1st Respondent to permit the petitioner to file a Form 6 application for the conversion of the petitioner’s property because of the fact that the petitioner’s property in Re. Sy No. 46/126 of Pazhassi Village, Iritty Taluk is not included in the data bank published by the Mattanur Municipality, as Paddy land or Wet Land or otherwise to reconsider the Exhibit P3, Form 5 application of the petitioner within a time frame fixed by this Hon’ble Court considering the fact that the petitioner’s land is situated in Mattanur Municipal area and it is land locked on all the four
