Since common issue is involved in both these writ petitions they are disposed of by this common order.

2. For the sake of convenience, W.P. No.23946 of 2025 is taken as a lead case for disposal of these matters.

3. W.P. No.23946 of 2025 is filed by the petitioner seeking to declare the action of respondent in interfering with his property admeasuring H-No.5-3-320/12/A & 5-3-320/12/C without issuing any notice or proceedings as contemplated under the Land Acquisition Act, 1894 or under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (for short ‘Act 2013’) as being illegal & arbitrary.

4. Heard Sri Siripuram Kaumud, learned counsel for petitioner and Sri M.Arun Kumar, learned Standing Counsel for respondent Nos.2 to 4 -

GHMC; and perused the material on record.

5. Learned Standing Counsel for GHMC appearing for respondent Nos.2 to 4 submitted that the Assistant City Planner, Circle No.14, Goshamahal, KBZ, GHMC, Hyderabad has addressed the letter to the Special Collector, Head Office, Tank Bund, GHMC, Hyderabad vide letter No.
