University Grants Commission Recruitment Rules, 2016

(Updated in 2025) [As Amended by G.S.R. 29(E), dt. 13/01/2025 - Amendment in Schedule (Column 9) G.S.R. 289(E), dt. 24/05/2024 - Amendment in Schedule (Column 11)] [26th August, 2016] G.S.R. 839(E).-- In exercise of the powers conferred by sub-section (1) read with clause (d) of sub-section (2) of section 25 of the University Grants Commission Act, 1956 (3 of 1956), the Central Government hereby makes the following rules in supersession of University Grants Commission (Recruitment) Rules, 1983 and University Grants Commission (Recruitment) Rules, 1993 and their amendments regulating the method of recruitment to certain posts in the University Grants Commission, namely Joint Secretary, Deputy Secretary, Junior Statistical Officer, Senior Statistical Assistant, Stenographer, Lower Division Clerk and Multitasking Staff (MTS):--

S.1 Short title and commencement.--

I. These rules may be called the University Grants Commission Recruitment Rules, 2016.

II. They shall come into force on the date of their publication in the Official Gazette.


S.2 Application.--

These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules.


S.3 Number of posts, classification and scale of pay.--

The number of posts, their classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said Schedule.


S.4 Method of recruitment, age limit and other qualifications etc.--

The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in column 5 to 12 of the aforesaid Schedule.


S.5 Disqualification.--

(i) No person shall be qualified for appointment to the posts mentioned in the schedule unless he is a citizen of India, or belong to such categories of persons as may, from time to time be notified in this behalf by the Central Government.

(ii) No person--

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living has entered into or contracted a marriage with any person.
shall be eligible for appointment to any of the said posts.

 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.


S.6 Saving.--

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.


S.7 Interpretation.--

If any question arises as to the interpretation of these rules, the same shall be decided by the Central Government.
