Service Law – Appointment of Judicial Officers – Requirement of obtaining proficiency in language of the State for appointment to District Judicial Service is a valid requirement – Judicial Officers on appointment to District Judiciary have to appreciate evidence in language of the State – Imposition of such a requirement is manifestly proper and, in any event, raises an issue of policy – Petition dismissed. ORDER
1. Delay condoned.
2. The requirement of obtaining proficiency in the language of the State for appointment to the District Judicial Service is a valid requirement. The judicial officers on appointment to the District Judiciary have to appreciate evidence in the language of the State. The imposition of such a requirement is manifestly proper and, in any event, raises an issue of policy. We, therefore, decline to entertain the petition.
3. The petition is accordingly dismissed.
4. Pending application, if any, stands disposed of.
Appointment of Judicial Officers – Requirement of obtaining proficiency in language of the State for appointment to District Judicial Service is a valid requirement.
The requirement of proficiency in Telugu for judicial positions is justified for efficient administration of justice and does not violate constitutional principles of equality.
The absence of a provision for re-evaluation of answer sheets and the subsequent joining of service by the petitioner influenced the court's decision to dismiss the writ petition.
