The Punjab and Haryana High Court has disposed of a Public Interest Litigation (PIL) seeking further intervention regarding the deadly "China Dor"—the banned synthetic kite thread responsible for numerous injuries and fatalities. In a firm message regarding judicial boundaries, the Division Bench led by Chief Justice Sheel Nagu and Justice Sumeet Goel underscored that after the state has implemented a regulatory framework, the court cannot serve as a permanent desk for individual grievance redressal.
The petitioner, Kanwar Pahul Singh, returned to the court following the death of a six-year-old child in an incident reportedly involving the prohibited nylon thread. This followed the court’s earlier directive on January 10, 2025, which saw the Punjab Pollution Control Board (PPCB) issue a comprehensive "speaking order" to curb the sale, storage, and import of plastic-coated kite strings.
