International Law Expert Mohammed Hussain Tapped for Key MEA Role
New Delhi – In a significant development for India's foreign policy and international legal framework, Mohammed Hussain K.S., a distinguished alumnus of Government Law College, Thiruvananthapuram, has been empanelled as Joint Secretary (Legal & Treaties) in the Ministry of External Affairs (MEA). The appointment places a seasoned international law practitioner at the helm of a crucial division responsible for navigating India's complex legal engagements on the global stage.
Mr. Hussain, who currently serves as the Legal Advisor at the Permanent Mission of India to the United Nations in Geneva, brings a wealth of experience in treaty negotiations, multilateral diplomacy, and international arbitration. After earning his Bachelor of Law from the prestigious Government Law College, Thiruvananthapuram, he pursued a Master of Laws from the School of Legal Studies at Cochin University. His academic journey culminated in an M.Phil. in International Law from the renowned School of International Studies at Jawaharlal Nehru University, a testament to his early commitment to the specialized field.
His professional path began at the Indian Society of International Law, where he served as a Research Officer. This was followed by a significant tenure as Senior Legal Officer at the Asian–African Legal Consultative Organisation (AALCO). At AALCO, an intergovernmental body representing 47 Asian and African nations, Mr. Hussain was deeply involved in its mission "towards the progressive development and codification of international law," gaining invaluable experience in consensus-building and legal diplomacy among diverse member states.
Since joining the MEA in 2011, Mr. Hussain has become an integral part of India's legal diplomatic corps. His work has spanned a wide array of critical international law domains, from environmental law and sustainable development to WTO regulations and human rights.
The role of the Joint Secretary (Legal & Treaties) is not merely administrative; it is central to India's sovereign functions. The L&T Division advises the government on all matters of international law, negotiates and finalizes treaties, and represents India in international legal disputes. Mr. Hussain’s prior experience demonstrates a deep familiarity with these high-stakes responsibilities.
His most notable contributions include his role as a key member of the Indian delegation in the negotiations for the historic BBNJ (Biodiversity Beyond National Jurisdiction) Agreement. This landmark treaty, often called the "High Seas Treaty," establishes a new framework for the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction. His involvement in these complex, multi-year negotiations highlights his expertise in the Law of the Sea and international environmental law—two areas of growing strategic importance.

The legislation grants Indian authorities jurisdiction over piracy in international waters, filling a critical legal vacuum and strengthening India's position as a net security provider in the Indian Ocean Region. Mr. Hussain’s appointment comes at a time when the global legal order is under significant strain.
