The High Court of Kerala at Ernakulam has issued a significant directive aimed at addressing complaints of regulatory non-compliance within the media sector. Jacob, the President of the political party Twenty20 , regarding alleged share transfer violations by the news channel Reporter TV .
The dispute centers on allegations made by Mr. Jacob regarding the corporate restructuring of Reporter TV . According to the petition (WP(C) No. 6889/2026), Mr. Jacob, who has been involved in legal proceedings concerning allegedly defamatory content broadcast by the channel, discovered that Reporter TV —under the management of the 9th respondent—had allegedly transferred its shares to other entities (respondents 6-8) in violation of its license conditions.
Seeking administrative intervention, Mr. Jacob submitted a formal representation to the Central Government on February 2, 2026. With no final decision arrived at, he approached the High Court seeking a writ of mandamus to compel authorities to act.
During the proceedings, the court heard arguments from the petitioner, the 9th respondent, and the Deputy Solicitor General of India (DSGI) representing the Central Government.
The DSGI informed the court that the Ministry of Home Affairs had already taken significant steps: the security clearance for the 9th respondent has been cancelled, and a formal show-cause notice has been issued to the channel, with the matter currently undergoing administrative scrutiny. Meanwhile, the senior counsel for the 9th respondent confirmed that they have received and submitted their response to the authorities following the filing of Mr. Jacob's representation.

Justice Bechu Kurian Thomas, while disposing of the writ petition, ensured that the administrative process is now time-bound. By requiring the Union of India to conclude the matter within two months, the court has effectively prevented bureaucratic stagnation in a matter involving potential regulatory breaches by a media organization.
This judgment reinforces the principle that when statutory authorities are seized of a grievance regarding license violations, they cannot indefinitely delay the adjudicatory process. For the media industry, the ruling highlights the high stakes of compliance—not merely in terms of editorial content, but in the stringent regulatory requirements governing shareholding and operational control.
