Child Protection & Juvenile Justice

New Delhi — In a significant move reaffirming the judiciary's role as a guardian of fundamental rights, the Supreme Court of India is set to host its 10th National Annual Stakeholders Consultation, focusing this year on the critical theme: "Safeguarding The Girl Child: Towards a Safer And Enabling Environment For Her In India." The two-day event, scheduled for October 11-12, 2025, is organized by the Court's influential Juvenile Justice Committee in collaboration with UNICEF India.
The consultation aims to convene a diverse array of stakeholders from the judiciary, executive, and civil society to deliberate on strengthening the legal and social frameworks that protect and empower girls across the nation. The timing is particularly poignant, with the inaugural session coinciding with the International Day of the Girl Child on October 11.
The event will be inaugurated by the Chief Justice of India, Hon'ble Mr. Justice B.R. Gavai. The opening session will also feature addresses from Smt. Annpurna Devi, the Union Minister for Women and Child Development; Hon'ble Mrs. Justice B.V. Nagarathna, Chairperson of the Supreme Court's Juvenile Justice Committee; and Ms. Cynthia McCaffrey, the Country Representative for UNICEF India. A key highlight will be the release of a 'Handbook on Child Rights and the Law' by Hon'ble Mr. Justice J.B. Pardiwala, a member of the Juvenile Justice Committee, signaling a move towards greater legal literacy and accessibility.
This annual consultation, now in its tenth iteration, has evolved into a vital platform for policy dialogue and systemic reform. The Supreme Court's press release highlights the event's core mission: to "drive stronger coordination between justice, social welfare, and community systems for protecting and advancing the rights of every child in the country."
Past consultations have yielded tangible outcomes. The 2024 conference, for instance, emphasized protections for children with disabilities, while the 2023 meet focused on children in conflict with the law, both leading to enhanced monitoring and state-level reforms. This history lends significant weight to the upcoming deliberations, suggesting that the outcomes could influence policy and judicial practice for years to come.
This year's focus on the girl child is framed as a matter of national importance. A statement from the Court underscored that "protecting and empowering every girl is a national priority and key to India's inclusive growth," positioning child rights not just as a legal obligation but as a cornerstone of socio-economic progress.
The meticulously planned two-day agenda reflects a comprehensive approach to the multifaceted challenges confronting the girl child in India. The sessions will delve into critical legal and social issues, aiming to move from problem identification to actionable solutions.
Session I: The Foundational Rights The conference will commence with a session on the "Right to be Born, Nurtured and Educated." This foundational discussion will likely address issues such as sex-selective abortion, nutrition, healthcare access, and the implementation of the Right to Education Act, setting the stage for more specific legal discussions.
Session II: The Digital Frontier Recognizing the evolving nature of threats, the second session is dedicated to "Safeguarding the Girl Child from Cyber Crimes." This is a crucial area for legal professionals, as it involves navigating the complexities of digital evidence, online harassment, cyber-bullying, and the non-consensual dissemination of intimate images—issues that require both legislative refinement and specialized investigative capacity.
Session III: Combating Exploitation and Violence The third session, titled "Protection of the Girl Child from Abuse, Exploitation and Violence," will tackle some of the most heinous crimes. A significant part of this discussion will involve the sharing of best practices from various states on tackling "Trafficking of Girl Child: Prevention, Challenges and Effective Interventions" and combating "Child Marriage and Violence against Girl Child." This peer-learning model is vital for scaling successful regional strategies to a national level.
Focus on POCSO Act: Implementation and the Path Forward A dedicated session on October 12 will critically examine the "Protection of Children From Sexual Offences Act, 2012 (POCSO)." This is arguably one of the most significant segments for the legal community. The discussion is expected to go beyond the letter of the law to explore the persistent challenges in its implementation. Key points of deliberation will likely include:
- Timely Justice: Addressing the delays in investigation and trial that re-traumatize survivors.
- Victim-Centric Procedures: Exploring ways to make the judicial process more sensitive and less intimidating for child survivors.
- Forensic and Evidentiary Standards: Discussing the challenges in collecting and presenting scientific evidence in POCSO cases.
- Rehabilitation and Compensation: Ensuring that the support systems mandated by the Act are effectively delivered to survivors.
The strength of the consultation lies in its participant profile. Attendees will include High Court judges, members of state-level Juvenile Justice and POCSO Committees, senior police officials, and representatives from State Legal Services Authorities. Crucially, departments of Women & Child Development, Health, and Education from every state and union territory are also expected to participate.
The concluding session is designed to translate dialogue into a concrete "way forward." It will feature active participation from the Secretaries of the Union Ministries of Women and Child Development, Health, and Education. This high-level engagement from the executive branch is essential for ensuring that the recommendations and learnings from the consultation are integrated into national policy and administrative action.
An official from the Supreme Court’s Juvenile Justice Committee aptly summarized the event's ethos: "Safeguarding girls isn’t only a legal duty—it’s a collective moral responsibility. This consultation reminds us that every girl’s safety and education are the cornerstones of India’s progress."
By consistently hosting this annual dialogue, the Supreme Court demonstrates that its commitment to justice extends beyond the courtroom, actively shaping a safer and more equitable society where every child, particularly the girl child, has the opportunity to thrive. The legal community will be watching closely, as the outcomes of these deliberations are poised to influence the trajectory of child protection jurisprudence and policy in India.
The inaugural session of the consultation can be viewed live via the official Supreme Court YouTube channel.
