Supreme Court Orders Universities to Cooperate with Task Force Amidst Rising Student Suicides

New Delhi: Expressing grave concern over a recent spate of student suicides, the Supreme Court of India on Monday issued stringent directions to all Higher Education Institutes (HEIs) to ensure full cooperation with the National Task Force (NTF) investigating the issue. The bench, comprising Justice J.B. Pardiwala and Justice R. Mahadevan , mandated the appointment of nodal officers to facilitate the NTF's fieldwork and ensure unhindered access to students from diverse backgrounds.


Background: A Grim Start to the Week

The hearing, in the case of Amit Kumar vs. Union of India , began on what Justice Pardiwala described as an "extremely sad note," as the court took judicial notice of two more student deaths. The incidents involved a fourth-year engineering student at IIT, Kharagpur and a second-year dental student at Sharda University, Greater Noida .

These recent tragedies prompted the Court to reinforce the mandate of the National Task Force, which was constituted following its judgment on March 24, 2025, to address systemic issues, including potential caste-based discrimination, leading to mental distress and suicides among students.

Court's Observations and NTF's Hurdles

Amicus Curiae (friend of the court) Ms. Aparna Bhat informed the bench that the NTF was facing significant challenges during its field visits to various universities. The key arguments presented were:

  • Lack of Cooperation: Universities were reportedly not fully cooperating with the NTF.
  • Restricted Access: The task force was not being given access to a diverse cross-section of students and faculty, particularly those from reserved categories.
  • Apathy and Frustration: The situation was so dire that one NTF member considered withdrawing from the task force due to the "apathy exhibited by the University."

Stringent Directions for HEIs

In response to these challenges, the Supreme Court issued a clear and binding order to all HEIs across the country, without naming the specific institutions that had been uncooperative. The key directives include:

  1. Appointment of Nodal Officers: Every HEI must appoint a senior faculty or administrative staff member as a Nodal Officer to ensure the NTF's visit proceeds without any obstacles.
  2. Data Availability: Universities must keep data on students admitted under various reservation quotas readily available for the NTF.
  3. Unrestricted Interaction: HEIs must permit these students to interact with the NTF "without any hesitation."
  4. Immediate Communication: The Ministry of Education has been directed to communicate this order to all universities within two days.

The Court explicitly stated, "We expect the HEIs to fully co-operate."

Status of Recent Suicide Investigations

The Court also took stock of the investigations into the recent suicides at Sharda University and IIT Kharagpur. It was informed that FIRs have been lodged in both cases—by the deceased's father in the Sharda University case and by the institute's management in the IIT Kharagpur case. The bench directed that the investigations in both incidents proceed "expeditiously in accordance with law and in the right direction."

Final Decision and Implications

The Supreme Court's order marks a significant intervention aimed at dismantling institutional barriers that prevent a thorough and independent investigation into the root causes of student distress. By mandating cooperation and access, the Court has empowered the National Task Force to conduct its crucial work effectively. The matter is scheduled for further hearing on August 4, 2025, to review the progress made.
