The Patna High Court is moving toward the final disposal of Civil Writ Jurisdiction Case No. 8488 of 2017, initiated by petitioner Priyanka, following a comprehensive inquiry by the Vigilance Department into allegations of manipulation and forgery during a selection process.

Case Background: Allegations of Manipulation

The petitioner, Priyanka, filed the writ petition before the Patna High Court, contending that the selection process in which she participated was marred by widespread manipulation and forgery. Given the gravity of these claims, the court intervened on July 10, 2019, by directing the Vigilance Department to conduct an independent investigation and submit its findings within sixty days in a sealed cover.

The Vigilance Investigation

The court's oversight was persistent, with the Bench monitoring the progress of the investigation. Upon receiving the report and perusing its contents in February 2020, the court identified that the investigative findings did not support the petitioner's claims.

The court noted: "Upon perusal of the same it was observed that considering the Vigilance Report, no action is required."

Following this determination, the report was returned to the learned counsel representing the Vigilance Department, effectively stalling the petitioner’s grounds for continuing the legal challenge.

The presiding judge, Hon'ble Mr. Justice Alok Kumar Sinha, observed that once the investigative authority—specifically empowered by the court—found no evidence of wrongdoing, the justification for maintaining the writ petition became redundant.

The Road Ahead

The matter is currently scheduled for hearing on December 22, 2025. The intent of this listing is to finalize the disposal of the writ petition, as the court is now satisfied that there is no further illegality that necessitates judicial intervention or accommodation. The court’s position highlights the role of independent investigations in verifying claims of administrative malpractice, serving as a check against both unsubstantiated grievances and systemic misconduct.

With the Vigilance Department providing a clean bill of health to the selection process, the petitioner faces a limited path forward in continuing her challenge.
