ORDER
1. Union of India, as also, all the State Governments (including the Union Territories), have been duly served through the standing counsel nominated for this Court.
2. Liberty is granted to the Union of India, as also, all the State Governments (including the Union Territories) to file their response and suggestions, if they are so advised. Response and suggestions by way of affidavits be filed, on or before 30.06.2017.
