The scheme in Part III of the Constitution of India - the fundamental rights -is to remove disabilities to which the Scheduled Castes are subjected to, and to provide positive rights in their favour. Article 38 and 46 in Part IV – the Directive Principles of State policy - fasten duties on the State to render socio-economic and political justice, and to protect them from all forms of exploitation and injustice. The Constitution charges the State to improve the quality of their life and social, economic and cultural pursuits as part of a meaningful right to life guaranteed under Art. 21 of the Constitution.
