JUDGMENT :
K. BHASKARAN, C.J.:— This writ petition is by Sri G. Sivaprasada Rao formerly an officer of the Bank of India removed from service, as per the order, dt. 26-2-79 passed by the Assistant General Manager (Disciplinary Authority) and confirmed by the Appellate Authority, the Deputy General Manager, by his order, dt. 21-1-1980, and by the Reviewing Authority, the General Manager, by his order, dated 17-9-1980.
2. We have heard Sri P. Ramachandra Reddy, the learned counsel for the petitioner, and Sri S. Suryaprakasa Rao, the learned Counsel for the respondent-bank at considerable length. The two points mainly urged by the learned counsel for the petitioner are: (I) the petitioner pleaded uncondi-tionally guilty of the charges at the inducement of one Sri Rangarajan, who was the Presenting Officer at the enquiry; and though this had been raised as one of the grounds in the memorandum of appeal, the appellate authority did not deal with this question at all; and (2) the petitioner was not given a personal hearing by the appellate authority, though a request in that behalf had been made by the petitioner.
