1. By this appeal under Clause 15 of the Letters Patent, the appellant – original petitioner has challenged the judgment and order dated 7.2.2014 passed by the learned Single Judge of this Court in Special Civil Application no.7682 of 2013, whereby the learned Single Judge was pleased to dismiss the petition as being devoid of merit. The parties, as mentioned in the writ petition, are mentioned in this judgment and order as per their original status in the petition.
2. The petitioner, as a President of Automobile Association, Ahmedabad, has preferred the petition and has prayed as under in the writ petition:-
(B) Your Lordships be pleased to issue a writ of mandamus or writ in the nature of mandamus or any other appropriate writ, order or direction directing the respondent no.3 to take the note of transfer of the vehicle in the records of the respondent no.3 and implement the Circular dated 5/4/2010 from the Ministry of Road Transport & Highways of the Government of India and set aside the
