Caste Certificate - OBC Eligibility - The court addressed the issuance of OBC certificates for individuals migrating to Rajasthan after marriage, affirming that while they may not qualify for reservation benefits in public employment, they are entitled to obtain caste certificates for specific government schemes. The court emphasized the need for clarity in the issuance process to prevent misuse and ensure proper understanding of the certificate's limitations.

The court reiterated the principles established in prior judgments regarding the issuance of caste certificates.
Issues: Whether individuals migrating to Rajasthan after marriage are entitled to OBC certificates and if they can claim reservation benefits in public employment and elections.
Ratio Decidendi: The court concluded that the issuance of caste certificates is permissible for migrants, but such certificates do not confer eligibility for reservation benefits in public employment or elections, as established in previous rulings.
Result: The writ petitions were disposed of in accordance with the findings in the case of Prem Devi, allowing the petitioners to apply for caste certificates while clarifying the limitations of such certificates regarding reservation benefits.
