ORDER :
1. The present writ petition has been filed for quashing letter no.4487 dated 29th July, 2009 (Annexure-1 to the writ petition) issued under the signature of the Commandant, Jharkhand Armed Police-1, Ranchi-respondent no.5, whereby a decision was taken not to entertain the petitioner’s representation. Further prayer has been made for issuance of direction upon the respondents to consider the case of the petitioner for appointment on the post of Bigular Sipahi (Bigular Constable). The petitioner has also prayed for issuance of direction upon the respondent no.4 to dispose of his representation dated 18th September, 2009.
2. Learned counsel for the petitioner while assailing the impugned order dated 29th July, 2009 submits that pursuant to Advertisement no.02
