JUDGMENT

(Prayer: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus to call for the records pertaining to the impugned order in Ref.No.58485/E2/1/2022, dated 13.03.2023 on the file of the first respondent and quash the same as illegal insofar as not considering the petitioner for promotion to the post of Medical Record Officer for the panel year 2022-23 is concerned and consequently, for a direction, directing the first respondent to include the petitioner in the panel for promotion to the post of Medical Record Officers (MRO) for the year 2022-2023 and promote the petitioner to the post of Medical Record Officer (MRO) within a time period stipulated by this Court.)

2. The writ petitioner joined the Directorate of Medical and Rural Health Services as Junior Assistant in the year 2010. He was promoted to the post of Medical Record Technician on 27.12.2018.
