1. Heard Sri Ashutosh Tiwari, Advocate along with Sri Satya Prakash Tripathi, learned counsel for the petitioners and Sri Manish Goyal, learned Senior Counsel/Additional Advocate General, assisted by Sri A.K. Goyal, learned Additional Chief Standing Counsel for the State-respondents.
