1. The subject-matter of challenge in the instant writ proceeding is a letter dated 25th January, 2019, issued by the Commissioner of Transport, Meghalaya, Shillong, addressed to Shri. Win Pale, Wahhiajer, West Jaintia Hills District. The writ petitioner has made Shri. Win Pale as private respondent No. 7 in the instant writ proceedings.
2. According to the writ petitioner, the letter dated 25th January, 2019, could not have been issued by the Commissioner of Transport, Meghalaya, Shillong, since it is contrary to the directions as contained in the judgment and order dated 19th November, 2018, passed by an earlier Division Bench of this Court in W.P.(C) No. 284 of 2016.
3. In order to appreciate the contention of the writ petitioner, it is necessary at first to reproduce the letter dated 25th January, 2019, and the same is reproduced hereinbelow:-
