Authorities must respond to citizen requests for permissions in a timely manner, ensuring administrative accountability under Article 19 of the Constitution.

ORDER :

1. This writ petition has been filed seeking the following relief:

“to issue a Writ Order or direction more particularly one in the nature of Writ of Mandamus declaring inaction of respondents more particularly respondent Nos.6 to 8 in not considering the representations dated 02.05.2025, 16.05.2025 and application dated 17.05.2025 and granting permissions for Event Bandhobust site permission Rally permission and mike permission for the event ‘Raithu Bahiranga Sabha’ from 26.05.2025 to 28.05.2025 being conducted at Sai convention Hall Siva Nagar and for a rally on 27.05.2025 from 10.00 AM to 01.00 PM starting from Karmika Maidanam opposite of Ratna Hotel Warangal to Sai Convention Hall siva nagar via JPN Road Warangal chourastha head post office center under bridge following with a Raithu Bahiranga Sabha conducted at Azamjahi Mill ground from 05.00 PM to 10.00 PM as illegal arbitrary and unconstitutional and in violation of article 19 of the Constitution of India consequently direct the respondent Nos.6 to 8 in particular to provide permissions and mike Bandhobust site permission Rally permission and mike permission for the event Raithu Bahirangha Sabha from 26.05.2025 to 28.05.2025 being conducted at Sai convention Hall Siva Nagar and for a rally on 27.05.2025 from 10:00 AM to 01:00 PM starting from Karmika Maidanam opposite of Ratna Hotel Warangal to Sai Convention Hall siva nagar following with a Raithu Bahiranga Sabha conducted at Azamjahi Mill ground from 5.00 PM to 10.00 PM.”

2. Heard Mr.J.Prabhakar, learned Senior Counsel representing Mr. Y. Soma Srinath Reddy, learned counsel for the petitioners, learned Assistant Government Pleader for Home for respondent Nos.1, 6 and 8, Assistant Government Pleader for Revenue for respondent Nos.2 and 4 and Mr. P. Mohith Reddy, learned Standing Counsel for respondent Nos.3 and 5.

3. With the consent of learned counsel for the parties, the writ petition is being disposed of at the stage of admission.

The grievance of the petitioners is that they have submitted representation to respondent No.4 on 02.05.2025, requesting him to grant permission to conduct ‘Raithu Bahirangha Sabha’ which included rally of 800 farmers from ‘Karmika Maidanam’ opposite to Ratna Hotel, Warangal to ‘Sai Convention Hall’ Siva Nagar via JPN Road, Warangal chourastha head post office center, scheduled to be held on 27.05.2025 from 10:00 AM to 01:00 PM and the rally meeting is going to be in the ground of Azamjahi Mill from 5:00 PM to 10:00 PM. The above said representation was forwarded by respondent Nos.2 to 6 on 08.05.2025. However, respondent No.6 has not taken any steps to consider the same. It is further averred that the petitioners have submitted another representation on 16.05.2025, seeking grant of police permission and mic permission in order to conduct farmers rally meeting and also to provide police security. As per the direction of respondent No.6, dated 17.05.2025, petitioners have submitted application for police permission through TS Online Portal vide application No.15211705251140451413. In spite of the repeated requests made by the petitioners, the respondent Nos.6 to 8 have not taken any action. Hence, the present writ petition.

Learned Senior Counsel for the petitioners submitted that petitioners have submitted application through TS Online Portal on 17.05.2025, requesting respondent Nos.6 to 8 to provide rally permission and mic permission for ‘Raithu Bahirangha Sabha’ scheduled to be held from 26.05.2025 to 28.05.2025, with the main event being conducted at Sai Convention Hall, Siva Nagar via JPN Road, Warangal chourastha head post office center, on 27.05.2025 from 10:00 AM to 01:00 PM. Inspite of the same, respondent Nos.6 to 8 have not taken any steps to consider the same, without any reasons.

6. Learned Assistant Government Pleader for Home submitted that the petitioners have to submit ‘No Objection Certificate’ from respondent No.4 and on submission of such certificate, respondent
