1. The SWP/WP(C) No. 2121/2013 was transferred from the Hon’ble High Court of Jammu and Kashmir at Jammu and was registered as T.A. No. 61/4438/2020 by the Registry of this Tribunal.

2. The present matter was filed before the Hon’ble High Court with following prayer:

a) “Certiorari quashing the:-

i. “the Government Order No. 3097-LDC (Estt.) of 2013 dated 13/09/2013 pursuant to which sanction came to be accorded for appointment of respondents No. 4 to 7 as Class-IV in the fixed mode of salary according to the Notification SRO 332 dated 28/10/11;

ii. the Government Order No. 3137-LDC (Estt) of 2013 dated 18/09/2013 pursuant to which wrongly, illegally and arbitrarily and over the head of the petitioner, one Sh. Harvinder Singh S/o Sh. Harmohan Singh R/o Rajpora, Shakti Nagar, Jammu, respondent No. 8 caine to be appointed as Class-IV in the fixed mode salary in accordance with SRO 332 dated 28/10/2011; the Government Order No. 3154-LDC (Estt) of 2013 dated 18/09/2013 pursuant to which wrongly, illegally and arbitrarily and over the head of the petitioner, one Ms. Radhima Gupta D/o Sh.
