JUDGMENT
This writ petition is filed seeking the following reliefs:
“1. To call for the records leading to Ext-P4 & P5, by issuing a Writ of Certiorari, and may be pleased to quash the same on a finding that it is illegal in the interest of justice.
2. To issue a Writ of Mandamus or appropriate Writ or direction commanding the 2nd respondent to consider Ext-P3, afresh in accordance with law, within such time as this hon’ble Court deems fit and proper in the interest of justice.
3. To pass any such further orders as the petitioners may seek and this Hon’ble Court deem fit to grant in the interest of justice.”[SIC]
2. The petitioner is aggrieved by the order passed by the 2nd respondent rejecting the Form–5 application submitted by the petitioner under the Kerala Conservation of Paddy Land and Wetland Rules , 2008 (‘Rules’, for brevity). The main grievance of the petitioner is that the authorised officer has not considered the contentions of the petitioner.
