JUDGMENT

This writ petition is filed seeking the following reliefs:

“i) to issue a Writ of Certiorari or any other appropriate writ, order, or direction to call for the entire records pertaining to the Petitioner’s case, leading to the issuance of Exhibit P-4-

Order dated 11/11/2025 and quash the same.

ii) to issue a Writ of Mandamus or any other appropriate Writ, Order or Direction directing the 3rd Respondent to consider and dispose Exhibit P-3-Application in Form 5 dated 01/08/2025 submitted by the Petitioner, afresh, upon due observance of the principles of natural justice.

iii) to grant any other reliefs that are prayed for and is deemed just and proper to grant in order to secure ends of justice.

iv) to dispense with filing of the translation of vernacular documents. ”[SIC]

2. The petitioner is aggrieved by the order passed by the 3^rd respondent rejecting the Form–5 application submitted by him under the Kerala Conservation of Paddy Land and Wetland Rules , 2008 (‘Rules’, for brevity). The main grievance of the petitioner is that the authorised officer has not considered the contentions of the petitioner.
