Government authorities are obligated to provide adequately equipped medical facilities for disability verification. Directing an individual to undergo medical examinations at a facility lacking the necessary diagnostic technology for their specific condition is considered arbitrary and fails to ensure a fair assessment process.

Headnote:(A) Service Law - Disability assessment - Requirement for specialized diagnostic facilities - Where a petitioner suffers from specific visual and mental health conditions necessitating advanced medical verification, it is incumbent upon authorities to ensure the designated medical board possesses the appropriate technological infrastructure for an accurate evaluation. (Paras 3, 5)

(B) Administrative Law - Fairness in administrative procedure - Direction for medical examination must be based on the availability of essential equipment for the identified disabilities to ensure the process is neither arbitrary nor discriminatory. (Paras 2, 5)

Facts of the case:
The petitioner, holding an academic position, challenged an administrative directive requiring a medical assessment at a facility ill-equipped to diagnose her specific physical and mental health conditions. The petitioner requested the formation of a medical board at a location equipped with the necessary diagnostic tools for an accurate assessment.

Findings of Court:
The court determined that the assessment should be conducted by a board of experts at a well-equipped medical institution to ensure the diagnostic process is reliable. The directive was issued with the consent of the involved authorities, mandating the assessment be completed within a defined timeframe.

Issues: Whether a medical examination for disability verification must be conducted at a facility possessing specialized diagnostic equipment relevant to the applicant's specific health conditions.

Ratio Decidendi: An administrative directive for medical evaluation must be reasonable and ensure that the appointed medical body has the functional capacity to perform a proper diagnosis consistent with the medical needs of the individual.

Result: Petition allowed; disposed of with directions.
