1. This application has been filed seeking withdrawal of the special leave petitions to the extent of the petitioner No.3.
2. The present application is allowed.
3. The special leave petitions stands dismissed as withdrawn qua petitioner No.3.

4. The present application has been filed by the petitioners seeking substituted service of notice upon the unserved respondent Nos.16, 17, 19, 20, 22, 25, 30, 32, 35 and 39 by way of paper publication in newspapers namely "Mana Telangana'(Local Telugu Newspaper) and 'Hans India'(English Newspaper).
5. For the reasons mentioned in the application, the same is allowed and the petitioners are permitted to get the notices served by publication.
6. Let the proof of publication in terms of the application be filed within a period of four weeks.
7. Upon completion of the aforementioned period, let the matters be listed before the Court.
