JUDGMENT

K.Sreenivasa Reddy, J. - Heard the learned counsel for the petitioners, the learned Government Pleader for Co-operation for respondents 1 to 4 and Sri Rampilla Srinivasa Rao, learned counsel for respondent No.5, apart from perusing the material placed on record.

2. The present Writ Petition is filed seeking the following relief :

'..declaring the inaction of the 3rd respondent in issuing proceedings for implementation of RBI Master Circular on board of Directors-UCB's to the 5th respondent in complying the master circular issued by the fourth respondent as arbitrary illegal and contrary to the guidelines issued by the 6th respondent and consequently further direct the 5th respondent to strictly abide the Role of Directors-Do's and Don't's of director of a management committee and eligibility conditions contemplated under Master Circular issued by RBI on board of Directors-UCB's with complying to the aPCS act, 1964 & rules and pass such other ...'

3. It is the case of the petitioners that 5th respondent-urban bank functions under the supervision and control of 6th respondent-Reserve Bank of India (RBI). 6th respondent-Reserve Bank of India issued Master Circulars dated 02.07.20
