JUDGMENT :
N. UNNI KRISHNAN NAIR, J.
Heard Mr. S. Nath, learned counsel for the petitioners. Also heard Mr. S. Dutta, learned standing counsel, Panchayat & Rural Development Department, appearing on behalf of the official respondents.
2. The petitioners, herein, have instituted the present proceeding, praying for the following reliefs:
“In the premises aforesaid, it is therefore prayed that Your Lordship's may be pleased to consider this petition, admit the same, call for the records and Issue Rule nisi upon the respondents as to why: -
(A) A Writ of Mandamus and/or certiorari or any other appropriate writ, order or direction should not be issued directing
Casual workers may be entitled to minimum wages if engaged for significant periods but cannot claim automatic regularization merely based on similar duties to regular employees.
Muster Roll workers are not entitled to regularization but are eligible for minimum pay and welfare benefits as per state policy.
High Courts cannot grant regularization of temporary employees unless they were appointed through a lawful selection process in accordance with constitutional norms.
Temporary employees are entitled to regularization from their initial engagement date, ensuring fair treatment and notional fixation of pay, but not to arrears of pay.
The regularization of muster roll workers must comply with established policies and legal standards, and irregular appointments cannot be regularized without following due process as mandated by the ....

Delay in seeking regularisation can undermine entitlement to benefits when claimants accept prior advantages and do not act in a timely manner.
