1. Whether it was not incumbent upon the competent authority to indicate the reasons as to how the so called adverse remarks are co-related to each other and their consequential effect on the service career of the delinquent official and which exist on the record ?

Whether the failure to achieve the requisite revenue targets in a supervisory capacity of a delinquent Govt. servant who is not directly responsible for achieving the said targets can be co-related to his personal assessment so as to deprive him of service benefits which are due and admissible to him in accordance with Rules ?
