ORDER :
1. In these matters, original petitioners and original respondents along with State, all have filed appeals challenging the order passed by the learned Single Judge dated 02.03.2021.
2. We have perused the order passed by the learned Single Judge. Since, the original petitioners as well as original respondents in the writ petition along with State of Rajasthan have filed these appeals, in our considered view, the matter requires reconsideration by the learned Single Judge.
3. Accordingly, these appeals are allowed and the order passed by the learned Single Judge dated 02.03.2021 is set aside and the matter is remanded back to the learned Single Judge for deciding S.B. Civil Writ Petition No.4717/2011 afresh.
4. Misc. application(s), if any, stands disposed of.
Administrative decisions must adhere to principles of natural justice, including providing affected parties with an opportunity to be heard before any final decision is made.
The court must exercise caution in granting interim relief that conforms to the specific relief sought in the original application.
