ORDER :

A.D.JAGADISH CHANDIRA, J.

This Writ Petition (Criminal) has been filed seeking a direction to the 1st respondent to initiate suitable proceedings and take appropriate action against the respondents 3 and 4 under Section 4(1) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, for wilful neglect of duties. The petitioner further seeks a direction to the 3rd respondent to conduct a proper inquiry into the petitioner’s complaint dated 19.12.2025, which was forwarded by the 2nd respondent vide proceedings H2/2837/15279/2025 and to proceed further in accordance with the provisions of the SC/ST (PoA) Act.

2. The case of the petitioner is that he belongs to the Schedule Caste community. On 18.12.2025, when the petitioner along with his friend were going to his land, they were assaulted and abused by one Venkatachalam belonging to the another caste of Hindu community and he also unlawfully blocked the Government public road in S.No.217/1 by erecting a wire fence, thereby preventing the petitioner from accessing his property. The petitioner gave a complaint to the Superintendent of Police, Namakkal District, on 19.12.2025, which was subsequently forwarded
