Though steps have not been taken to serve the UGC, counsel is present, and puts in appearance.
2. Mr. Pande, who appears for the State, has tendered instructions dated 17.10.2023, which are taken on record. He submits that in terms of the instructions, the State has decided not to nominate any member on the selection committee to fill up the vacant posts of Assistant Professors by the petitioner-college. The reason cited is that the petitioner-college is affiliated to respondent No. 3-University, which is a Central University.
3. Aforesaid being the position, we permit the petitioner to proceed with the selection process without the nominee of the State Government. However, the petitioner shall strictly comply with the UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in the Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education, 2018, and, in particular, Regulation 5 which defines the constitution of the selection committees, and guidelines on selection procedure.
