MOHAN, J.:- Leave granted.

2. All these appeals raise the identical issue as to the interpretation of the Regulations relating to Diploma in Homoeopathic Course. Hence, they are dealt with under one and the same judgment.

3. We will refer to the facts of C.W.P.No. 13587/ 91 which will be enough for appreciating the issues involved.

4. The respondents joined the Homoeopathic Medical College, Chandigarh in the year 1987 to secure a diploma in Homoeopathic Medicine and Surgery (hereinafter referred to as DHMS). The said course is of a duration of four years. It is divided into 3 1/2 years of academic study and six months of internship. The course of study, their duration and the scheme of examination are regulated by the Homoeopathy (Diploma Course) DHMS Regulations, 1983 (hereinafter called the Regulations). These Regulations have been framed by the Central Council of Homoeopathy under Sec. 20 of the Homoeopathy Central Council Act, 1973. Part VI of the Regulations deals with examination. Regulations 8 to 10 occurring in Part VI are relevant for our purpose. Regulation 8 talks of first D.H.M.S. examination. That examination has to be held at the end of 12 months of the Course. R
