JUDGMENT

D.N. Patel, Chief Justice (Oral)--Proceedings have been conducted through video conferencing.

1. Present Public Interest Litigation has been preferred seeking the following reliefs:

    "a. Direct the Respondent no. 1-5 to make effective guidelines so that Yulu bikes are not being allowed to be used by any minors, to ensure the safety and security of the public at large;

    b. Direct the Respondent no. 1 to make necessary amendments in the Motor Vehicles Act, wherein the usage of Yulu Bikes comes under the ambit of the Motor Vehicles Act;

    c. Direct the Respondent no. 1 to make necessary effective rules for riding Yulu bikes besides making registration and insurance of the Yulu bikes compulsory;

    d. Direct the Respondent numbers 2 and 4 to ban the usage of Yulu Bikes until guidelines for the operation of Yulu bikes is framed, to ensure the safety of riders and the public at large;

    e. Direct the Respondent no. 1 to get constructed a dedicated lane for the cycle riders/e-scooter riders in the prescribed zone;
