1. Issue RULE, returnable forthwith. Ms. Suman Motla, learned Assistant Government Pleader waives service of Rule for and on behalf of the respondent no.1 – State and Mr. H.S. Munshaw, learned advocate waives service of Rule for and on behalf of the respondent no.2.
2. As common issues are involved, in both these petitions, both petitions are being heard together and the common order is passed. The facts are taken from the Special Civil Application No. 6260 of 2020.
