JUDGMENT :
1. All these inter-connected matters involving a common issue, requiring common appreciation of facts and law, are taken up for discussion and decision.
2. Bereft of details, facts emerging out of the pleadings set up on behalf of the parties are as follows. However, for the sake of convenience, documents filed in O.A. No.3795 of 2016, Bhupinder Singh and another v. State of Himachal Pradesh and another, will be referred to.
3. The Section 45 of the Act is as under:
(1) A Corporation may, with the previous sanction of [the State Government and by notification in the Official gazette], make regulations, not inconsistent with this Act and the rules made thereunder, for the administration of the affairs of the Corporation.
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:-
(a) the manner in which, and the purposes for which, persons may be associated with the [Board] under section 10;TC "(a) the manner in which, and the purposes for which, persons may be associated with the [Board] under section 10;"
