Petitioner is aggrieved by the manner in which the departmental proceeding has been initiated against him and several orders have been passed one after another even after intervention of this Court. Finally, the present writ petition has been filed against the order dated 15.10.2019 contained in Memo No. 9267 dated 17.10.2019. The operating part of the order is reproduced hereinafter:
