Headnote:(A) Electricity Act, 2003 - Section 145 - Jurisdiction of Civil Court - A prior case ruled that the Civil Court lacks jurisdiction due to a statutory bar under the Electricity Act, necessitating the use of writ jurisdiction to assess the validity of impugned orders. (Paras 1 and 2)

(B) Legal Remedies - The court reaffirmed that consumers must seek alternative remedies where jurisdiction of the Civil Court is precluded. (Para 1)

Facts of the case:

Issues: The primary issue was whether the Civil Court had jurisdiction in light of the statutory provisions of the Electricity Act.

Ratio Decidendi: The ruling confirmed that the jurisdiction of the Civil Court is barred by Section 145 of the Electricity Act, steering consumers towards writ remedies for judicial review of orders.
