JUDGMENT :

1. The relief sought for in this writ petition is for a direction to direct the first respondent to regularize the services of the petitioner from the date of his initial appointment on 07.01.1993 on the basis of the proposal sent by the third and fourth respondents, dated 15.04.2009.

2. The learned counsel for the petitioner states that the writ petitioner was initially appointed as Mazdoor on daily wage basis on 07.01.1993. The petitioner states that he was continuously working as N.M.R and his name was entered in the Nominal Mazdoor Roll. Based on the length of service rendered by the writ petitioner, the respondents 3 & 4 submitted a proposal to the Head of the Department for regularising the services of the writ petitioner on 15.04.2009. Similar proposals were submitted in respect of many other daily wages employees. The Tamil Nadu Public Works Department Welfare Association filed a writ petition in W.P.(MD) No.68 of 2010 and this Court passed an order, dated 16.02.2010 directing the respondents to consider the representation. Again, the Tamil Nadu Public Works Department Irrigation Employees Union filed another writ petition in W.P(MD) No.5049 of 2009 and this Court
