JUDGMENT
Arindam Lodh, J. - Heard Ms. R. Purkayastha, learned counsel appearing for the petitioner. Also heard Mr. D. Bhattacharjee, learned GA assisted by Mr. S. Saha, learned counsel for the respondents-State.
